In System Settings i have set shortcuts: - "Shift+Insert" for the action "Paste Selection" and - "Shift+Ctrl+Insert" on the action "Paste" Shortcuts work in Konsole, but not in Yakuake. In Yakuake i still have to use shortcuts other way around.
Confirming the same behaviour on 3.0.4 with KDE from kubuntu 17.10
for anyone getting here from google - finally found the right solution - right click anywhere inside yakuake, then hover over "copy" and right click again, "configure shortcut..." will pop up, left click on it and configure the secondary shortcut to ctrl+ins

AND it is not persisted, have to do it everytime again I start Yakuake.
