To reproduce:
1. Bind the kwin shortcut Quick Tile Left to Shift+Meta+Left
2. Bind the kwin shortcut Quick Tile Right to Shift+Meta+Right
3. Try them

This used to work in the previous version.

Looks like this is an issue with the Meta key, I can still bind it to e.g. F7 and it works.
