I cannot reproduce, I tried it right now with Krita and got a message that usefulness was submitted.
With Discover compiled from source?
Yes, with Discover compiled from master, but even with Plasma 5.10 there shouldn't be any difference in ODRS backend.
@Jan he clearly had the problem, his server replied "BAD REQUEST". There must be something going on...
