How i want them to be

Hi. The panel doesn't remember the widget's placement. It always aligns them to the left on next plasma restart.
And example is on the screenshots.

Can you describe how you placed the widgets in this way? Did you add a spacer to the left of them? Can you perhaps record a video so? Thanks. (If you have done this please set status back to unconfirmed)

There is no spacer in plasma 5.

I can further explain this problem. One can easily drag a widget to the right side after adding it to a panel, but upon restarting it moves back to the left. I tested this on an empty panel with no spacers involved.

Well, you need to add a spacer. But since this is reported quite often, I keep this open to investigate if there is a better way to make this understandable in the UI, for example, by already flushing the layout during configuration.

Why not simply record which side of the panel a widget is anchored to, except for task managers which expand to fill all available space? Then spacers wouldn't be needed. I suppose this idea might break add-on widgets though.

There is a spacer in Plasma 5. Is the problem that people don't realize how to add it?

A lot has changed since this bug was filed. Is it still reproducible for you in Plasma 5.25?
