On a desktop computer with a dual screen setup:
  HDMI1 connected primary 1920x1200+0+0 (normal left inverted right x axis y axis) 518mm x 324mm
  HDMI2 connected 1920x1200+1920+0 (normal left inverted right x axis y axis) 518mm x 324mm

I added a picture frame on each screen, then tried to resize them.
When clicking on the burger menu (topleft of *first* desktop, there isn't one on the second desktop), the right bar for configuring plasmoids only appears for plasmoids on the first desktop. Therefore it's impossible to resize the frame on the second desktop. I had to move it for the first desktop, resize it, then move it back to the second desktop.

Thanks for the report David. Widgets are now able to be long-pressed (primary mouse button) and moved with the side bar.
