Two checkboxes could be added into 'Welcome' page. Something like: 'I'm agreeing that developers may contact me on any issue reported by me' and 'Do not show Welcome page again'.

The time savings here seem marginal at best while having to maintain a new code branch to skip over the page does incur real maintenance cost. Overall not worth it I find.
