Add something like 'Launch Virtual Keyboard on click' checkbox in Keyboard Layout tray icon right click menu and in Keyboard KCM. Maybe middle mouse click? Maybe with this option there will be no need in separate Virtual Keyboard tray icon.

The virtual keyboard should ideally appear automatically when needed, i.e. when you focus a text field using a tap on a touchscreen.
