Currently colord-kde depends on gnome-color-manager. There is however xiccd, small icc deamon used to enumerate displays on shells other then GNOME.
xiccd has been added to current ubuntu >xenial and it's actively developed.
Proposal is to make colord-kde package xiccd dependent instead of gnome-color-manager

colord-kde should only depend on colord, in my experience

But without gnome-color-manager or xiccd it will not enumerate displays.

* colord-kde uses gnome-color-manager just for calibrating displays
* Switching dependencies is not a magic thing
* xiccd is used to enumerates displays and apply, icc profiles, colord-kde does that in it's kded module without any dependencies
