Since 17.08.0 konqueror is a unique application. Currently the "opened window" will jump to the current desktop when konqueror is run.

Can this behaviour be changed or made configureable?

I would like to keep the "old" way to open a new window when I run konqueror.
(When I want the "old" konqueror window, I would open that.)

A simple workaround: you can create a link to konqueror (or modify your menu entry) and set the command to
konqueror about:blank
(or whatever starting page you prefer) instead of just "konqueror".
This should mimic the old behaviour.

Every new release of KDE Plasma and Konqueror brings its lot of regressions. This is one of them. There are multiple issues with having Konqueror as a single application and the workaround proposed in the previous comment is not adequate by far.
