I created event on tuesday, i marked it as repeated weekly, marked working days. To my surprise, korganizer displays event also on monday before event was created. kdepim plugin for plasma calendar displays item correctly.

I am unable to reproduce this.

can you send a test event as an .ics file showing this behavior?

I think this is month view issue in fact. Dayview shall not display event on monday. Here is the calendar, take a look at event tt that starts on 12. Month view will display it also on 11 (which is monday).
