Such effect doesn't happen when scrolling with mouse wheel. On video - scrolling with mouse wheel is demonstrated first - and then scrolling with touchpad.

when not in widescreen mode, it's normal for the header to scroll away when the content scrolls, shouldn't be that slow tough.
i wonder tough if it should do that only when actually in mobile mode ie running on android or plasma mobile...

I think yes - in mobile mode header should auto hide - and in wide mode - it shouldn't - this is expected.
