A recent update in the 5.1 branch seems to have introduced a new feature where the Problem Reporter's search widget gets focus automatically when you open the toolview.

It shouldn't do that. You usually open that view to get feedback on code you're editing, and the old behaviour of keeping the focus where it was (in the edit window) is much more productive. FWIW, in order to restore focus you don't just have to click anywhere, but in exactly the right spot, making this more than just a minor hassle for me.

Also, the focus steal occurs even when the PR toolbar is hidden and the search widget thus invisible, making this a bug rather than a wrong UI design decision.

Hmm, not sure what's going on, except that I started noticing these focus issues only during the last few days (= not much more than a week).

Regardless of whether there is indeed a recent change in this behaviour I do stand behind my usability remarks. Activating certain toolviews like the Problem Reporter should not steal focus.
