This is the KStars TZ rule for S. Korea:

#"SK": DST starts 2nd Sun in May, reverts 2nd Sun in Oct (0:00)
#(South Korea)
SK May 2Sun 00:00 Oct 2Sun 00:00

It's not correct?

Time in South Korea is given by Korea Standard Time (KST) or also known to some as Seoul Time is 9 hours ahead of UTC (UTC+09:00). South Korea does not observe daylight saving time, but experimented with it during the 1988 Seoul Olympics.

Still the DST rule of South Korea is not fixed, which is also a duplicate of Bug #291203.

Closed again per bug #291203.
