For future bugs, you can leave out the instructions. Does it still not work after a restart? Do you have xserver-xorg-input-synaptics installed? What kind of hardware are you using? FWIW the reverse scrolling feature works for me in Kubuntu 17.04 with xserver-xorg-input-synaptics and a late 2016 HP Spectre x360.
