I feel like this has already been reported, but I can't find an open bug report.

In Neon 5.8 LTS User Edition (5.8.7) after login, the window decorations were missing from any program that I opened from the Application Launcher. (see screenshot)
Logging out and back in fixed the problem. I've only had this happen about twice in a few months that I can remember.

kwin 5.8.7 X11
Intel HD graphics 4400

Are you still able to switch windows when the problem happens?

By "switch windows" do you mean alt+tab / hot corner ? I'm not sure, I didn't test that when it happened. I was still able to move between the windows that were open.

Also, notice that the open windows weren't listed in the task panel when this occurred.

The next time it happens please monitor whether the window manager is still running. E.g. Alt+Tab, move window by Alt+left mouse, etc.

We need to know whether KWin crashed or whether there is an issue with rendering the decorations.
