Reproduce
---------
1) Open the Language System Settings Module via KRunner
2) Click the lower-left Help button.
3) Documentation opens fine.
4) Re-open the Language Module from within System Settings / Configure Desktop > Regional Settings
5) Click the lower-left Help button.
6) Documentation opens with title "Documentation not found"

In KInfoCenter the "Module Help" button also seems to be broken. E.g. "Help" on the Memory KCM starts the Help Center at the correct location but the corresponding "Module Help" button in KInfoCenter opens a Help Center page titled with "Documentation not Found".

In 5.12.2, the first part of this report ("Documentation not found" in System Settings) is fixed.

For the second part (problems with KInfoCenter "Module Help" button) I created a separate report: https://bugs.kde.org/show_bug.cgi?id=392597
