The aforementioned configuration panel offers the ability to "Start Window Tab Drag" in the section for "Titlebar and Frame" selection lists.  As far as I know, this capability is absent due to a regression from KDE4.  Although I would prefer to see this very useful restored, the option should be eliminated from the selection list until such time so as not to cause user confusion and frustration.
