On Kubuntu 17.04, right clicking on the desktop and selecting configure desktop opens 10 (!) windows. I am using two monitors.

Please check if you have multiple "plugin=org.kde.desktopcontainment" entries in your Plasma configuration. You can find it at ~/.config/plasma-org.kde.plasma.desktop-appletsrc

I have since rebooted, and at present I am getting 5 windows instead of 10.

Cannot reproduce, and I haven't seen any other report of this. Let's call it fixed.
