The tag created through digikam software does not show metadata in windows photo viewer's album.

This problem still reproducible with current 5.8.0 - pre-release Windows bundle

Windows 10 Photo app doesn't show any tags. Windows Live Photo Gallery for Windows 7 does show face tags at least. In any case, you probably need to select Configure -> Metadata -> Advanced -> Tags & Write Options -> Xmp.MicrosoftPhoto.LastKeywordXMP.

I confirmed that these tags are written correctly by digiKam.

If the expected tags are written by digiKam in file metadata, why the M$ application cannot show these information.

Are you sure that right tags are written in image ? How M$ perform a fresh scan of metadata without to use an internal cache ?

Sorry I wasn't clear.

The Windows 10 Photo app is not designed to show tags so the problem is a limitation in the Win 10 Photo app, not digiKam.

My point is there's nothing to fix unless the OP can better describe the problem.
