During KDE (plasma?) init, the component of KDE that provides desktop menuing and the task-bar (same component?) crashes, leaving KDE with major functions unavailable.

plasma-desktop-5.10.3-1.fc27.x86_64

It is unclear to me the exact component that's failing.

It would sure be nice to have some way of telling what should be running and comparing that with what is running. Being able to restart all of KDE or the portions that have crashed would be a nice feature too.

We need the backtrace of the crashing application. From your description, it is plasmashell that crashes. Please try Alt+F2 > konsole and try starting plasmashell in gdb to get a backtrace.

Apparently this is not a crash... gdb "said" no stack... Here's the log of what did happen.
