All those *_qt.pot files have incomplete head, compared with other normal pot files. Simple Chinese team is currently migrating to Crowdin for translation. When these files were edited by Crowdin system, exported po files will have an empty head. SVN will check empty head for these files, and stop submission.

If these files were converted by Qt translation format, then the po head checking might not be necessary.

If they have to have a complete po head, the original pot file should have complete po head, too.

If I open your attachment kaut5_qt.pot with a properly configured Lokalize, translate and save is as po file, the resulting kaut5_qt.po has a valid gettext header.
To me your issue looks like a misconfiguration in the Crowdin system
