That's because the filter dialog is not modal, while the layer styles dialog is modal. The dark effect is done by the window manager, so that's where you should configure this.
I'm a humble KDE5 user. I tried to find where I could switch this dark off. But I could not find this magic button in my settings.

No, this really is not something Krita does, so it's useless to have an open bug for Krita for it. We cannot change anything about it! Besides, it is configurable: * Right-click on the the window titlebar. * Choose More Actions, * choose Window Manager Settings. * Go to Desktop Effects. * Type "dialog" in the search bar. * Uncheck "Dialog Parent -- Darkens the parent window of the currently active dialog".
