Add Panel menu

When connecting and disconnecting monitors, panels move around and some even disappear. It's been a problem since forever in KDE and is generally unfixable. (https://bugs.kde.org/show_bug.cgi?id=356225). Instead of trying to fix something that cannot be fixed, let's approach a problem from a different angle.

I'd like to have an easy way to *recreate* a missing panel. An easy way would be to *save* an existing panel as a "template", and then be able to recreate it by right click on desktop, "Add Panel", and choosing the newly created template (see attached image). A template panel would retain all the configuration - widgets positioning and configuration.
