The recent wave of random KDE Plasma crashes exposed a new bug. 

Plasmashell fails to recover from a crash and restart. It leaves a user with a black desktop; and Kwin totally fine and running flawlessly (present windows mode etc.).

The only way to get Plasma work is either start it manually using a command "kstart5 plasmashell", or log out and log in back.

to be useful it needs to be reproduced with debug symbols installed to produce a full backtrace

I'm still a novice Linux user and I'm afraid I cannot lend much of support in this case. Though, as far as the rebuilding process goes, my attempt to rebuild a package with debug symbols ends up on an invalid PGP signatures.

Kamil, do not bother. Your distribution does not offer debug information for backtraces. If you can reproduce a crash, you are better sending them from a different distribution.

Isn't it valid then? I deeply apologize you for taking your time, but I wanna to sort it out to know when and why not open a new bug report if it actually cannot be useful to you.

Well, if you are willing to recompile the packages with debug enabled, sure, try it. This requires some experience, though.
