I like to be able to access the panel, even when i am in fullscreen with my browser.

From what I understand this is intentional as you don't want the panel popping up while e.g. playing a game. re-assigning to kwin which is responsible for this.

Yes the intended behavior is to keep all screen edges to the application when in fullscreen.

no.
