Kate project plugin in 17.04.01 windows version can not be enabled.
The plugin is disabled (the checkbox in configuration is unchecked) automatically.
I remember that it's OK on the previous version.
I tested both of 32 bit version and 64 bit version on Windows 7 English version, and tested 32 bit version on Windows 8.1 Simplified Chinese version.
Kate snippet plugin is also can not be enabled.

This 17.04.01 windows installer seems to have a lot of issues :(
