Edinburgh is a Borough as well as being the Capital of Scotland, its Northern border is the Firth of Forth, where it stretches from Portabello in the East, where it meets East Lothian, to Cramond Island in the West where it meets West Lothian. From the Forth it extends South through Gillmerton to its Southern Border
with Midlothian.

Your map shows the Southern shore of the Forth Estuary, shows from West Lothian, through Midlothian to East Lothian, with Midlothian dipping its toes in the Forth.

I used such a much as below, to craft the Great Britain counties map,

where the Edinburgh area seems to belong to Midlothian County (n°21).

In contrast to Scotland areas and regions maps, where Edingburgh appears on its own right, as we can see on :

and

"On par with placing Washington DC in Washington State", you say. Hum, a 22.5km problem to a 4500km mismatch. Would you write in french, I'd locate you not far from Marseille (cliché inside) ;-)
