PROBLEM : Plasma Vault require some tools not available on Neon (and Ubuntu) default repository : 

encfs: Wrong version installed. The required version is 1.9.1
encfsctl: Wrong version installed. The required version is 1.9.1
fusermount: Wrong version installed. The required version is 2.9.7
cryfs: Wrong version installed. The required version is 0.9.6

Actually, versions installed and available into Plasma :

encfs : Version: 1.8.1-3
encfsctl version 1.8.1
fusermount version: 2.9.4
cryfs : Not available. 

For get error : Open Plasma Vault Widget, and click on « Create a new vault »
