Creating a new file from a template using another language as the current gui language does not show the top level accounts in the same language.

How to reproduce:
1. Start kmymoney
2. create new file
3. choose a chinese account template

What happens ?
The top level accounts are displayed with the translation of the gui and not the language from imported account templates.

What is expected ?
Top level account should be displayed with the same translation as the further accounts

Technical fixing this bug requires 

1. patch kmymoney to display top level accounts
2. patch kmymoney to import top level accounts from account templates
3. extend xea2kmt to import top level account names 
4. recreate kmymoney account template files with top level account names 

The current states of this topics are:

I was cleaning out old emails, and found an old discussion that the account names in templates are not translated, and do not change when changing the locale's language.  Is that perhaps related to this issue?  Is it that the top level accounts ARE translated because they are part of the base system, but the other accounts in a template are NOT translated?
