When opening kde system settings and clicking on "Workspace Theme", the window somewhat freezes. "Freezes" is a bit inappropriate because it's more like it can't draw the content inside it (the content that should belong to the "Workspace Theme" section).
Even if it can't draw that "Workspace Theme" part, it still gets mouse clicks and I am able to return to the main menu.
This issue only shows with the xserver-xorg-video-intel video driver, while it doesn't show with the modesetting driver.

Issue doesn't show itself in KDE Neon LTS 5.8 with uname -a:
