Dell Precision M4800 using systemsettings5 keyboard map for Dell Precision M-Series. Touchpad toggle (Fn-F5) does not work unless systemsettings5 is opened to the touchpad tab, after that it works fine until reboot. I don't have to make any changes to touchpad settings to get it to work, all I have to do is open systemsettings5 --> Input Devices --> Touchpad and the keyboard toggle will start working. Breaks again if you reboot.
Sorry but ktouchpadneabler for Plasma 4 is unmaintained (basically can't fix something that isn't being released anymore)

Hello wizard10000, three questions: * Is this still reproducible for you with current Plasma? * Does it only happen with the default function keyboard shortcut (Fn+F5) or does it happen with global shortcuts as well? * Are you using synaptics/evdev or libinput? (if touchpad is tabbed and full of features, it's synaptics) I think this should be under the product frameworks-kglobalaccel or kwin, but I'm not entirely sure.
