In this moment (including Plasma 5.10) when mouse is over the Pager (any its desktop) only I can see the list of opened application(s).
In my opinion would be nice to have possibility to choose application (from displayed list) to focus on it/raise it, instead of find it on task bar.

I'm sorry. 
Taking into account I'm not experienced in programming in Plasma/KF at all - it would be not so easy for me to learn all of this, I think. To be honest some time ago I programmed a bit with Qt4 only.
And second case is I'm not a student, I work professionally, so I think I would not be able to find enough time to work on it.

I hope you will find someone who could implement this feature.

That's fine, just wanted to give you the opportunity since it seemed like a nice way to get involved (scatching your own itch, etc.).
