This is a weird setup. There is no external screen connected and output is only through VNC. Plasma doesn't handle this well, but for comparison KWin handles it (to my personal surprise) correctly. Steps to reproduce 1. Install tigervnc-xorg-extension and configure through xorg.conf that the vnc module gets loaded 2. configure sddm to auto login to plasma 3. disconnect any external output, physically pull the cables 4. restart system 5. connect from other system through vnc (e.g. tigervnc from Windows), check xrandr, there should not be any outputs but screen has a default size 6. disconnect vnc 7. connect vnc again, this time with a higher resolution and the option to resize the host to the guest window Actual result: The root window is resized, xrandr shows a different screen size. But Plasma is not adjusted to the new size. When moving windows one can notice that KWin is adjusted. Expected result: Plasma gets resized correctly.

The code in question has changed a ton, particularly with the big multi-monitor revamp in Plasma 5.27. Can I ask you to check whether this issue is still happening in Plasma 5.27.4 or newer? Thanks!
