I think in 5.9.3 and 5.9.4 as well context item for the Trash folder on the desktop does not include Empty trash item, so it's only available if you open the trash and right-click there. Worked fine on 5.9.2.

I'm on Fedora 25

Since this works here with the Trashcan widget, I assume you are using "Folder View" desktop containment. Not sure how to add a trashcan there.

This is fixed in Plasma 5.10.
