I a have a panel with Icon Only Task Manager, the panel is set to autohide. Whenever a new window is opened (actually, I think, whenever the panel is unhidden) the panel shows itself and refuses to hide again until I mouse-over it. This is slightly annoying, since the panel typically obscures the content of my windows and I need to move my mouse to make it hide itself. Seems similar to the plasma4 Bug 258012.
I'm seeing the same behavior. Panel actually does appear to autohide but panel artifacts remain on the screen at least on my machine so it looks like it didn't hide at all. If you were to drag a small window across part of the supposedly hidden panel that portion of the panel gets wiped out, leading me to believe it's just an artifact. Bumping the panel to get it to display also works.
@wizard10000 Actually, here it really doesn't hide. Moving a window over it does not change anything.

I see this as well on Devuan Ascii. The panel unhides on any change of focus, either from one window to another or from a window to a desktop icon or to the desktop itself with a right click. Opening a new window is just one instance of this. Is it related to 394119 for which the reporter provided a fix which was turned down?
