BEHAVIOR
When I apply the "Crop, Scale and Tilt" effect to a clip in the Timeline, it effectively hides the clip from the Project Monitor. Editing the parameters doesn't affect anything, visually.

EXPECTED BEHAVIOR
For the "Crop, Scale and Tilt" effect to affect the video clip in Timeline, normally.

It seems to be a problem with initial values of the effect. Try dividing by 2 the tilt parameters.

In your example video, you have Tilt X = 1920 and Tilt Y = 1080. Try using Tilt X = 960 and Tilt Y = 540

Wow, nice, that fixed it! Looks like the bug, as you said, is in the initial values of the effect. Changing them to the values you specified would seem to make everything behave properly.

I've discovered an easy fix for this:

Step 1: Apply "Crop / Scale / Tilt" to the clip.
Step 2: Then change the "Tilt X" value to 960
Step 3: Finally change "Tilt Y" value to 540 

- The default values for 'Tilt X' and 'Tilt Y' match the setting for my project (1920 x 1080)

I see this too.  Is there any reason why it can't have usable default values?

It seems that this report is related to a very old unmaintained version. A lot changed since then and it is likely that this has been fixed (e.g. with the effect cleanup for 20.12)

Can you please test with the latest version (20.12.2 at the moment, https://kdenlive.org/en/download/) and close this report if it is not relevant anymore?
