Because dolphin-dbg is not in the package repository (User Edition not LTS), I could not install dolphin-dbg because it depends on the ubuntu compiled version (4:15.12.3-0ubuntu1) and not on neon's compiled version (4:17.04.0-0neon+16.04+build23).

TL;DR
Add dolphin-dbg to package repository

The package is in the repos, its called "dolphin-dbgsym".
