As applications from KDE Applications 17.04 should ship localization now and not release separate kde-l10n packages Juk should include its localization. 
Currently the tarball misses the localization. 

We added the localization manually for the Neptune distribution and used this tarball which is basically (kde upstream tarball + translations from websvn kdemultimedia + necessary CMakeLists.txt)

Only KF5-based tarballs ship translations, juk is still KDE4 based so translations are in kde-l10n packages
