There doesn't appear to be any way to change the timeline ruler view from FPS to HH:MM:SS in v. 16.12.3

In previous version, 16.12.2, this option was available by right-clicking the timecode display above the timeline ruler.

Resolved by deleting kdenliverc and restarting.
