In Kubuntu releases prior to 17.04, the Accounts service could be disabled (uncheck the Use box under Background Services), which would also remove Instant Messaging from the task bar. Now in 17.04, after unchecking the Use box and hitting apply, opening back up the background services window shows the Use box re-enabled and Instant Messaging is still in the task bar.
