(Moving from #278036)

When clicking on "Tasks", the only possible way to close the dialog is to click in the grayed-out application listing area. Clicking on the left-hand panel does not close the dialog. I personally think progress indicators should not be shown in a dialog at all (it gives the impression that you have to wait for installation to complete before doing anything else) and should be in a separate pane accessible from the left panel. However this is a minor issue.

Make the tasks page a global overlay rather than just over the pages

This way clicking anywhere else closes it, and it's not like it makes sense
to interact with the drawer anyway.
