1. Reordering top-level nodes doesn't work. It might be not intended, but why then drop-indicators are displayed? Definitily bug.
2. Open some node, say, Office.
You have ["A", "B", "C", "D" ... "Y", "Z"] set of items. 
2.1 Consider moving "A" item between "B" and "C". "A" is after "C" now. Moreover, items preceding to "A" are not movable anymore, list is corrupted. Bug.
2.2. Consider moving something "X" to position before the very first item "A". It's now placed after "A", becoming ["A", "X", "C"]. Bug aswell, I see no sane reason for doing that. Definitely bug.

For ones who is not sure, just backseat and try to reorder items in your way. Occassionally you will notice that something works wrong.

If this issue gets confirmed status, I would be pleased to be assigned.

Reordering of top level items works well with 'Move Up/Move Down' buttons in: 

Distribution: KDE neon Developer Edition Unstable Branches
KDE Plasma Version: 5.10.90
KDE Frameworks Version: 5.37.0
Qt Version: 5.9.1
Kernel Version: 4.10.0-32-generic

However i noticed other kind of issue - after dropping top level item between other items - it's position did not changes. Could be a distinct bug.

There are so many issues of this kind, that I am uncertain how many bug reports I should open

Categories reappear once deleted, icons do not apply on custom created categories, and so on. 

Hope this can be fixed.

Works for me in git master version. Is it still happening to you in Plasma 5.2o or git master?

This goes back to KDE SC 4 and I experiencing it breaking just a few weeks ago.
Its not easy or always to reproduce, while I highly doubt, that this is fixed.
The kmenuedit is very broken in my personal experience, and has always been so, since I know it.
