Set auto hide on via panel settings but the panel keeps on showing up. I'm not sure what component of kde (plasma) is responsible for this. my version of plasma (et. al.) is "plasma-workspace-5.9.3-3.fc27.x86_64"

I'm seeing the same thing, except it appears the panel *is* autohiding and what's left is a screen artifact that looks exactly like the panel. If you drag a small window across what looks like the panel you'll see that the window will take a big chunk out of the panel artifact.
Wiz, There is no artifact that I can see... what I get is the panel... I can make it hide but then when I do just about anything, it comes back. Might as well not auto-hide. I have seen what I think is the artifact that you're talking about but the panel is ALL blurry AND never goes away... seems to be related to a crash of plasmashell maybe? "Whoever" owns the panel. Sigh... George...
