Sometimes initiating a connection to a known wireless network from the network plasma applet fails as if it was stuck in a loop. Then it will be impossible to connect to any wireless network until the next reboot.

I have not yet encountered this for a new connection to a wireless network (probably because it does not happen as often).

It seems to happen more often after the laptop has been in automatic suspended state from power management settings.

What happens if you disconnect the connection during activation process? Could you please attach log from NetworkManager so we can see what's going on? You can use "journalctl -u NetworkManager --since today" command.
