The installed name of tool kio_http_cache_cleaner conflicts with the related tool from KDE4 installations. It should be renamed to kio_http_cache_cleaner5. Installing the tool in libexec does not help on Windows where libexec dir is set to bin too.
"Platform: All" is incorrect because on Unix, with the different libexec dir, there is no conflict. Is there any chance to consider a libexec that is not bin, on Windows, or to decide that libexec==bin means co-installing is not supported?
Coinstallation shouldn't be relevant on Windows, because each application will have it's own copy of the necessary libraries in it's installation directory. Therefore I think we can ignore all of these issues - it certainly hasn't been an issue for any of the Windows CI builds (build.kde.org) or the Windows installers for Kate, KDevelop and some others produced by the Binary Factory (binary-factory.kde.org) Given we have both of these, developers shouldn't need to cross compile software either (MSVC has it's own quirks as well, so cross compiling isn't a complete solution here)
