Since upgrading from plasma 5.8.4 to 5.8.6 on Fedora 25, I get tearing when scrolling, watching videos in windowed mode or fullscreen, moving windows around etc., so pretty much whenever something is moving.
I have only a single screen setup (HP Laptop). Changing from intel 2.99xx driver to kms did not change anything. Changing kwin's Vsync settings does not improve the situation. 
Mesa is version 13.0.4, kernel is 4.9.13-200.

Could you give a try with OpenGL 2 (the default) in the compositor 
settings. We have made very mixed results with Intel and Core profile in 
general.

I checked the diff between KWin 5.8.4 and KWin 5.8.6. There is nothing changed that could relate to this issue.

Did you update something else? Mesa?

Actually it I installed a bunch of updates, that's right. I think there was also a new (minor) kernel version and also minor Mesa update. Does dnf have a log of all recently updated packages?
I will wait for Mesa 17 and X.Org Server 1.19.3 in Fedora stable and report back.

Well, you should rather go back to previous versions to confirm which package update broke it. You cannot assume that later versions will be any different.

I downgraded to mesa 12.0.3 and Xorg 1.19.0 with no change in results.
I forgot to mention that HP Elitebook 840 G1 also has a discrete GPU, AMD Radeon HD 8750M, but I'm not using it.

Problem is fixed with the latest packages!
I'm on kernel 4.10.8-200, mesa 13.0.4 and Xorg 1.19.3.
I guess the kernel update fixed the problem.
