When I click "Kate Handbook" in Kate help menu or press F1 and the window with help is already opened but in background, the help window is not raised.

The help window should be raised to foreground when one clicks help item.

It's a valid request but I'm not sure how to properly implement this (and if it is even possible in a Wayland-compatible way). I suspect that KHelpCenter would need to ask "something" to the window manager, and this should not KWin-specific. Open to suggestions.
