Example of window not scrolling

I have a 1080p monitor (Dell XPS 13 9350) with resolution scaling set to 1.5.

Most other windows work fine, but the power management window does not scroll and cannot be resized. The options on the bottom of the menu are inaccessible.

KCMShell5 has scroll bars nowadays.
