I'm running LXLE 16.04.1 (32 bit). Just upgraded from LXLE 12.?.?... The scan button worked fine on my old system. I've chatted with other LXLE users and they have no problems with kolourpaint 4.14.22... scan works for them... So I'm not sure if this is a bug or just something I've screwed up on my system. All my scanning software works perfect. Any ideas?
Could you check if your package is actually compiled against the KSane dependency? Please ask in a forum of your distribution how to check dependencies.

Additional searches reviled that two other LXLE users and one Debian user have also experienced the same grayed out scan button.
Just installing all 'sane' related packages won't help, if kolourpaint was not compiled against the ksane dependency. In other words, we still need the information requested in comment 1.
Ah, I didn't notice the image you added. Indeed, it was not compiled against the ksane dependency. Please report this issue to the bug tracker of your distribution.
