In Plasma audio settings->Volume audio I disabled notifications sound volume. Despite such setting, Plasma continues playing sound notifications plasma-pa-5.8.5-1.fc25.x86_64
VLC Phonon backend doesn't support playing streams with different roles when using libvlc < 3.0.0 If you switch to GStreamer Phonon backend, it will follow the notification sound configuration.

Sooooo that's the reason why i get "cut off" notifications sounds even after i disabled them. After switching to phonon gstreamer its fine. My question is why not use "GStreamer Phonon backend" as default? and avoid this. For what i can tell GStreamer Phonon backend has more dependencies but that can't be the only reason.

I have this bug with phonon-qt5-gstreamer (4.9.0) + Pulseaudio (10.0) + Plasma Workspace 5.9.3 on Arch Linux. Notification sounds have been set to 0% in Audio Volume Settings but, for example, confirmation sound (Oxygen-Sys-Warning.ogg) for file deletion is still played at 100% or at least *extremely* loud. I've also rebooted my system.
Can't reproduce the bug anymore. I've set "Notification Sounds" to 0% and have "Mute audio" icon activated for it in System Settings -> Multimedia. Everything works as expected. Plasma 5.9.4.
Maybe related to bug#382504? Apparently "Mute" for notification sounds doesn't have immediate effect for already running applications (that includes plasmashell I suppose). Changing the volume (to 0 e.g.) works fine here though (but there were problems regarding this in plasma-pa y 5.11, see bug#383787)
